Since a dome is free-standing, air and energy circulate without obstruction, enabling natural heating and cooling. And that can be augmented by traditional HVAC systems

And provide for the adaptability to the dual use for emergency and climate preparedness including reimaging our existing and new public indoor/outdoor spaces for better ongoing dual use.
